Im just thinking that not everyone is in a position to help out as much as others, and may feel excluded if somehow they never just make the prize.
Just a story here (related but unrelated!): I remember a girl at work who was always winning the monthly star prize of flowers of choccies for getting the most peeople into work when we ran a job centre contract for long term unemployed. Thing is, when you say, "you better start that job or go to that interview, or im stopping your dole" is bound to work on 7/10 people. Whilst its true they should, some clearly had bad confidence problems and its easier said than done. Sometimes that was appropriate, sometimes not.
Some also had issues that were border line including someone who claimed to work for MI6 and was glad I was stopping his dole for refusing to go to a job because it would bring him to the Governments attention! That caused the adjudication panel a laugh, especially when he said Richard Whiteley was a spy and his coat zip had a camera in it! It sounds funny, but it was also serious in that these people wouldnt last 2 minutes at work.
