Simon's advice is spot on. I'll add that it could be your USB Root Hub or USB Controller.
Check Device Manager in Control Panel (Hardware is what you're after) and see if there are any yellow marks near USB ****
If so, then you need to find the drivers, normally available from the manufacturers website...
