The term template is misleading. CMS's like Joomla! and shopping carts like OSCommerce etc use a template but this only refers to the fact that the site's look and feel uses a template. Most CMS's use templates and it's the SEO effectiveness of this and not the template that will dictate the search engine friendliness.
