if you are just supplying VIA (as opposed to 'to') Amazon and setting the original product up, no. If supplying to Amazon warehouse or any other physical entity that requests it, yes.
For the purpose of setting an item up, it is a unique identifier. In the big picture, it does not mean another company cannot set the same product up with a different barcode, however, Amazon should pick this up.
RE: Amazon - I can then add it to Amazon, but this thought just crossed my mind. Amazon works on barcodes, so if I buy a barcode for a product and then someone else wants to sell the product on Amazon, they won't be able to unless they ask me for the Barcode, is this right? Is this allowed?
Incorrect. When you set a product up, you essentially pass listing rights to Amazon, although you can edit most of the description/features. Anyone who has the same products just lists themselves as a supplier!
Also, bare in mind, that if the prduct becomes VERY popular, Amazon could take the total rights over, source from your supplier and cust you out altogether i.e. not allow alternate sellers.
