Default filling in the gaps for me.

Hello, i'm setting up a shop selling a variety of stuff from books to craft items and general design gifts.
Previously i managed in a large retail company selling mostly books.
Part of my difficulty is that in a large organisation much of what i need to do now was done centrally.
two particular areas are proving difficult to pick up basic information on.
How Vat works in retail? (pricing, passing it on)
    and
Open to buy or not open to buy? (years ago we'd manage an open to buy system, but it seems a bit clunky now)

can anyone advise or recommend a good basic site on this kind of thing
