I have been paying particular interest to this due to the nature of my product below, I was quite disheartened at first with all the bad press about carrier bags but after reading this article it has boosted my outlook, especially as my product can and will be made from recycled carrier bags.
There are a lot of interesting points in the article regarding re-using old carrier bags, some of which relate to health.
They've been using a carrier bag tax in Ireland for a number of years, and it has reduced requests for New Carriers bags by 90%. People simply reusing and bringing their own.
All I would say Craig, is make sure your product is as suitable for the paper carrier bags which most of the Irish Supermarkets switched over to, and all ready here in the UK most of the fashion shops have switched over to.

I have seen those paper bags, my product works perfectly well with them also thankfully . I have also designed an add on for the paper bags that are used in america, which have no handles .
As for the self service checkouts, I have an invention that would work much better than those checkouts, I am hoping to have a meeting with the head of marketing at a large supermarket chain at the end of April to do with my product below so I am also going to try and slip in about my checkout invention .
I think it's a good thing! In France they don't give you carrier bags - end of!
