A real person
A direct line
An email address
A Mobile Number
A sense of humour
Someone who will come to you once a year rather than you go to them for the annual review
Someone who takes an interest in your business
Someone who does what you ask when you ask it.

Hi!
That all sounds like reasonable requests! Ones that should be being offered by any bank that is not a 'fee-free telephone only' service (as it isn't designed to offer all of that).
It's also the way many banks market their services and I get as annoyed as you do when that isn't the reality of the proposition.
Sadly, a sense of humour isn't specified on the job ads, but I think things are probably better than they used to be in the Dad's Army days!
This is NO excuse but the reality is that the managers over the past few years have been herded into sales and sometimes that has translated into a decrease in service. That's how things are in some areas these days. I don't want to try and make you have 'sympathy' but to let you know what the commercial atmosphere is like these days.
problem with that is, the customers who don't need to borrow any money tend to get neglected and when they DO need money they may well go elsewhere.
Also much of your list will be met in some areas and not in others. Service should be standardised more.
I cannot believe that more managers don't take an interest in the business. That is the thing I like most about my job and I ask a whole load of questions, check out your web-site if you have one before I visit you blah blah.
if you are not happy with one manager, you could contact their boss and request a transfer if you are happy with the day to day service. Otherwise, ask your accountant they have 'personal relationships'...(not as pervy as it sounds!) with local banks and individual managers and also have a feel for which bank is a bit slack on service etc.
I bank with Lloyds Fuzz, my first bank business manager there wanted £150 a year and to sign my life away for a £10,000 overdraft which I have never used, when I got my new business manager (2 years ago) he refunded all my costs
what i look for in a bank manager is for him/her to give me a loan with no interest repayments. If only.
My RBS manager is approachable, listens, advises, helps to the best of their ability, sense of humour, basically a decent down to earth guy who gives out money - with interest tho

he is approachable, knowlegeable, passes me info on new products rather than pushes them and he shows he is interested in my success. he has also given me discounts no other business manager would before him.
I'm lucky to enjoy the same relationship with my business bank manager.
He has been with me for 5 years now. I have his direct line, mobile and email, and he has sufficient authority to make major decisions if asked.
I finally got a business bank account just over a year ago.
Apart from the initial interview, I've never spoken to a bank manager, and have no idea who mine is.
