Default Will government "golden hello's" benefit the IT and ISV industry?

Will the government’s proposal to give firms £2,500 to recruit people who have been
unemployed for more than six months make any difference in the IT industry?

I think it’s a positive step but am unsure if there will be a significant change in how employers recruit. What do you think?

This is just the resurection, or even simple re-branding, of the old "new deal" scheme. Which did work, at least in our area where are some quite high unemployment rates from mostly men employed in mining and other more traditional jobs.
