Depends what functionality you want, with web 2.0 there are loads of online options. Joomla for example will let you do loads, there are the many blog sofware and add ons and of course complete web building online from the likes of weebly

I'd go with one of the many open source tools such as Joomla, Drupal or Wordpress. Many hosting packages install these for free. Very very powerful kit and they create great search friendly sites that in days gone by used to costs zillions

second the three above. Which is best is largely subjective, actually. You can put up a decent brochure site for free, and tweak it as much as you like.

for graphics try a program called GIMP i have heard people talk about this a lot although have no personal experience with it

For a general-purpose website, Wordpress is usually the best option. Rather than adding Blog entries, you add Pages to create a site. I've done this many times and it's by far the quickest way to get up and running -there are tens of thousands of downloadable themes which you can edit to get the design you want. If SEO is important, you should consider the Thesis theme.

For a website that will have multiple contributors and/or requires collaborative features, Joomla or Drupal are good choices.

If you want to create from scratch, there are any number of non-visual editing environments such as PSPad but I haven't come across an acceptable (free) visual editor. The cheapest, good quality, visual editor is Microsoft Expression Web which, when I bought it, cost less than £70 and offers similar functionality to Dreamweaver at a much lower price.
