Just make sure you type the text into a paragraph box (click and drag the text tool to create a paragraph box) and not just clicked the text tool onto the work area

Select the text tool "T" (usually on the left hand column) and start typing.
Open Character settings "A" (usually on the right hand column), select paragraph which should be the middle tab and select left/right or justified.

I have tried clicking on the "T" type tool icon from my left main menu but nothing happens!
I usually click the "T" button and then put my cursor or click my mouse where I want to start - this in turn creates a text box.
Have just noticed on the top horizontal bar menu there is a Paragraph Palette I can open and there is Justify! However if I click "justify" text with my text highlighted nothing happens!

You need to click and hold down your left mouse button and drag out a text box. I think you are just clicking on your work area and then begining to type.
When you create a text area it should look like the image below:
When you just click and type, you will see there is no blue border. In this case you cannot justify the text. see below:

I use various methods and it depends on what is being done at the time. Usually its the click T, click on anywhere on the canvas and start typing. Then object the text and move it to where I want it.
That really helps and is so clear - I got you now!
Do you create text this way always in Illustrator? Does it matter?

I only really use the paragraph block if its for a fair amount of text. If its just one or two lines of text, e.g a title then I'll just click and type.
