e.g. if you have a white background, an illustration and some text you would normally have them all on a separate layer in photoshop so you can edit easily without affecting the other artwork. you can also switch layers on and off.
This is what Printing.com will be wanting I imagine.
However, if you just work with everything on the same layer then a high res JPEG would suffice. You would just need to explain to them that you only have flattened artwork.

PSD is a format used my Adobe Photoshop; can include image layers, adjustment layers, layer masks, annotation notes, file information, keywords, and other Photoshop-specific elements.
If you are converting from a JPEG to a PSD the above posts are basically telling you that if you were to convert the chances are the file will actually be bigger, but you won't be using any of the benefits of the PSD file format.
The best thing to do if you have Photoshop is to save it again as a JPEG but reduce the quality of it, thus making it smaller.

I use that too but ask the client first. They may even have their own server you can upload the file to. Some clients are very touchy about uploading files to an outside source but then again, we deal with some under cover stuff prior to launch.
