I use Notepad  (though im a coder not a designer for that i use "someone else" as my designs are awful)

For our first site we have been using Site Build-it, which has alot of tools included.
For our second site we are using HTML Editor, but I am still waiting for my husband to show me how to use it.

For websites that need a little bit extra in the content management side i tend to use the Joomla packages. Dreamweaver is my favourite for everything else, just for the fact that I'm a visual learner and I can see what the outcome is quickly and efficiently.
