I quite agree - the art is obtain *stable* rankings which do indeed stick for years.

If a site is well aged and sliding back there is something wrong with the SEO

Stable positions is the goal with SEO at least it should be -- especially with regional results that you are looking for i.e. manchester should be achieved pretty quickly.
