I wouldn't agree with that at all. I would agree (as I was told) that there is a ceiling on the amount of linkjuice from an individual site, but the aggregating of all links on a site into a single link isn' workable. Which link would they use? it is unworkable.
Sitewide links in the same place on the page might be ignored that is fair enough, but what are you basing that claim that they are counted as one link on?
For example. The BBC can only have one link to another site? That is nuts.
Like all things in Google, it is algorithmic. If the BBC had a thousand links to a site then chancees are theywill ALL pass proper link juice, due to the trust factor of the BBC website.

When I "left" about 2 months ago my signature links were removed - that was 3 links x approx 6500 posts - so nigh on 20,000 links disappeared in an instant.
Now, here's the interesting thing - guess what effect it had on my SERP's?

It just confirms to me the theory I've always had - namely sig links are invaluable for delivering relevant traffic - and that's about it.
