The answer is quite simple, site wide links Google will count as one link. So the hit to your rankings will be small.

So are you saying that a PR2 site with 100,000 pages all linking to a site, will have the same weight as a PR2 site with only 20 pages with the same link?

I wouldn't agree with that at all. I would agree (as I was told) that there is a ceiling on the amount of linkjuice from an individual site, but the aggregating of all links on a site into a single link isn' workable. Which link would they use? it is unworkable.

Sitewide links in the same place on the page might be ignored that is fair enough, but what are you basing that claim that they are counted as one link on?

For example. The BBC can only have one link to another site? That is nuts.

Like all things in Google, it is algorithmic. If the BBC had a thousand links to a site then chancees are theywill ALL pass proper link juice, due to the trust factor of the BBC website.
