Hi richard No it can't be reported as it is doing nothing wrong.It is just the way in which google is giving so much importance to keyword rich domains.

Your right ,sorry but your onpage SEO is very poor as are your tile and description tags also missing H1 tags.?
There site has 1 page and is less than a year old.

I don't believe number of pages on a site is all that important in SERPS especially for fairly narrow queries like 'cheap boat insurance'. After all if I'm looking for cheap boat insurance then the most relevant site to me may very well have only one page, listing its rates and with a telephone number to call.
I'm interested to know how you're defining/measuring the authority factor?

I think sites such as this can be reported as spam, especially if they are content poor yet sitting at No.1.
I'm seeing more of these domains popping up and reckon it's only a matter of time till this practice is filtered out. At least I'd hope so. Why do I think this? Well as Google falls from grace and becomes less 'cool and popular' people will start to look at alternatives (and there are many). This means they will need to redouble their efforts and produce better results.

But surely the site in question can't be called a SPAM site (not that I'd know what one was). Just a one-page landing site set up by someone who's had the foresight to buy a good keyword domain that immediately bounces vistors on to the insurance site to earn their commission (no different to the tactics of hundreds, probably thousands of other affiliate marketers out there).
Clearly there's nothing clever or informative about the site, but there's nothing sinister/SPAM about it either. Frankly, if I'd searched for cheap boat insurance, then it would be the link I'd be most likely to click, and why not? I can't see why I'd want to waste time reading loads of SEOd-up articles/content over multiple pages about cheap boat insurance - I'd just want a quote, so it does it's job quickly and efficiently, using a great domain.
I can understand why it would cause annoyance to get such a high position without any apparent effort at all - other than buying the name - but why would that make it SPAM? (genuine question, by the way, as I don't understand the workings of google at all and can't see what it's doing wrong).
