One way links are far better. Lets take an example.
Someone talks about you on their site. Lets say you are an
accountant.
If the word accountant in a main body text (rather than a link list),
then links to your site, this
packs a much more powerful punch than you and he
simply swapping links on a link list.
Its more natural. Google awards this accordingly.

Not if its a site about fish and chip shops.

Google don't know S*hit IMHO.

This subject gets banded about a lot, my opinion for what it's worth is this.

If 2 identical websites in terms of strength and you placed your link on both, on relevant one not, will your site score zero points for the site that is not relevant? I doubt it very much. Would your site score more points with the relevant site, possibly yes.
