my web developer has "always" in for the frequency of some pages, the tools etc that i've seen all use daily, but not always.

Is always valid?
which is better?

Personally I use weekly, unless the pages really do change daily.

Your options are "always", "hourly", "daily", "weekly", "monthly", "yearly" or "never". The value "always" should be used to describe pages that change each time they are accessed. The value "never" should be used to describe archived URLs

Yup they can mess things around, another bad mistake is to assume that all SE's can use sitemaps Live & Ask can't so your main navigation needs to be in place firstly and sitemaps second.
