The domain owner of anthq.com shows as someone called Steven Quarella based in Manchester - but the US version. It is hosted on a US 1&1 server so 1&1 may have something to say about stealing source and images etc if you contacted them. A WhoIs search also shows a US phone number which might be worth phoning.

The problem is the has been relaunched and the fact it is dropping down the rankings could mean there are now huge duplicate content issues around all the major search engines.
From a surfing perspective it just means you can hide your trail.
From an SEO perspective I don't know as I'm not an expert.
There are loads of proxy surfing sites out there and this is just one of many. The question really is will it affect SERPS or will Big G just ignore it and that's one I can't answer..

I can't see that as they would not get the penalty the other site would.
and can't see them coming up on the SE engines for any usefull terms.
