We deal with SEO enquiries everyday and everyday we review sites that have zero basic SEO. Things are slowly changing and companies commissioning websites are asking up front for SEF sites, at least in the tenders we receive.
The trouble is who defines a SEF site, most designers will claim theirs are, so the only way you find out is well after the build process.
What a person should do is get it put in their contract that after their site is finished, they can get it reviewed by a few independent seo providers and the points raised dealt with free of charge.

I would have thought the basics of a SEF website were well understood and are very well documented and have certainly been discussed in detail in this forum.
It's only the so called secret ingredients that are up for grabs, whatever they may be.

I don't know of anyone who doesn't want their site to appear high in the search engines, so how can designers use technology that is incompatible with the search engines, and niot get sued?
The latest is flash. i am sick of people now saying 'Google can spider falsh so it isn't a problem any more'.
Google can pull text from flash in one long page. Google also treats flash as an independent dopcument, Google can NOT parse or follow url's from flash, so how the hell people can say that flash is now search engine friendly is beyond me.
Designers/developers should have a basic grasp of the BASIC RULES of SEO and ensure your site meets them.
However, I do not think that a good designer/developer can be an SEO guru. Good SEO projectings will take days/weeks/months so how can they have the time to do this and then eat?
I go to the doctors and report a problem, he looks at it and refers me to a specialist if needed to correct it.
This is how you 'should' approach your new site launches. Get it looking smart (without flash!!) and then outsource your SEO to the appropriate party.
Of course, budget is crucial, so this is not always possible and in this day and age there are 1000's of cold callers saying LET US PUT YOU AT NUMBER X IN GOOGLE, so you must know where to look (I love the HR forum which OWG is aware of I think )
If they were any good, why would they need to cold call?!?!?!
I just think it should be right hats for right people.
