I am not getting any reports from analytics in my ecommerce section.

Do I have to set up goals for this or do I just need to install this bit of code

You need some kind of tracking code on each page of the cart. If it is a 3rd party cart then I guess the page you linked to is correct and has the code you require. Once the pages have the code in place you can set up goals.
