I'd always get the keyword research done first, as you need to know these to construct your site and name your products properly.

In other words, if the report identified "silver hooped earrings" as a good keyword you'd want to make a product or page called this very phrase to target it

Take Ray's advise and get it done sooner rather than later. I set up and launched first and then wondered why nobody was finding my website After the report I can see why, people are not typing into search engines the keywords I thought they would. We live and learn and better to learn by my mistake than make it yourself.
